Plug in Hybrids, does it make sense to build so many still?

Does it make sense to develop production capacity for Plug in Hybrid Electric Vehicles (PHEVs)? As range issues are almost of the past and charging infrastructure is being built (let us not use excuses), the cost of batteries are declining rapidly and in some 4 years Battery Electric Vehicles (BEVs) will be cheaper to build than PHEVs.
